Should Philip Becker be a Notable?

Philip Becker was the first German-American Mayor of Buffalo, New York.  He has a wikipedia article: https://en.wikipedia.org/wiki/Philip_Becker .  I am not sure what the proper name for his birthplace, Oberotterbach, would be, in 1830.

Oberotterbach appears to have been called that since its founding. So I would use Oberotterbach, Rheinkreis, Kinereich Bayern as the location in 1830. (That changed to Oberotterbach, Pfalz, Kinereich Bayern in 1835.)

If there was a named intermediate administrative region between the village and Rheinkreis in the early 1800s I've not yet found it.
