Transcribing and interpreting "Pa" in Naturalization column of 1900 US Census

I am uncertain how to transcribe and interpret the "Naturalization" column in the 1900 US Census data. Some entries further down on the page clearly have "Na" which clearly indicates "naturalized" and one that looks like "Al" (see https://www.wikitree.com/photo/png/Jansson-1213-7). But the entry for John Johnson on this line as well as a few others on the page have something that looks a lot more like "Pa" (see https://www.wikitree.com/photo/png/Jansson-1213-5). I have assumed that this meant "Pennsylvania," and if so I would want to try to trace back when this ancestor first might have lived in Pennsylvania after arriving in New York in 1888. But this has been transcribed as "Na" and I'm curious if that is a mistake in the transcription, or if "Pa" means something else.

"Pa" means the person had begun the naturalization process, but was not yet naturalized.  The 1900 Census instructions say "If he was born abroad and has taken no steps toward becoming an American citizen, write "Al" (for alien).  If he has declared his intention to become an American citizen and has taken out his "first" papers, write "Pa" (for papers).  If he has become a full citizen by taking out second or final papers of naturalization, write "Na" (for naturalized)."
