Where are Reliable Sources stored when you're not part of a project?

I'm not quite sure what your question is.

Reliable sources are wherever they are found. The various Projects list what they consider to be reliable sources. You then cite your source when you use it so it doesn't really need to be stored anywhere other than the repository they are found in. Anyone may look at the lists of reliable sources listed by the Projects.
