What are "Pauper Records" and what information do they contain?

I came across a record on Ancestry.com called a "Pauper Record" for my g. great grandfather, William R. Scriven. It listed his name, then "acc. brooms for lockup 3.00" 

Source: Massachusetts, Town and Vital Records, 1620-1988 for W R Scrivens Adams Town Records, 1872-1877; Book 5

What does this mean? Was he the "pauper" or was somebody else who owed him $3? (I noticed on the same page the word "lockup" used a few times; there were also businesses, so it seemed like this was money owed the listed person/ business that was negotiated in a settlement. Maybe by a court?)
