It is possible that the person who created the profile for your father did not have any photos. Or perhaps she did not feel free to upload them.
I note that the profile for your father no longer has a profile manager, so when you become a WikiTree volunteer, you can adopt it, add information (with sources) and enhance it with photos as you like.
