William Ballard was born in Liverpool, Lancashire, England.

William was born in Kirkdale, (Parish of Liverpool), Lancashire, England, on June 27, 1866.^[1] His birth was registered in West Derby. He was the son of John Ballard and Julia Jones. He was baptized on July 23, 1866, in Liverpool, at St Peter and St Nicholas.^[2][3]

William married Margaret Selina Ellis in 1887.^[4] The ceremony was performed on September 21st in Liverpool at All Saints Church. The Parish Register listed William as a twenty year old bachelor and "Oil Miller" residing at 21 Collingwood Street. His father was named as John Ballard (deceased) "Cooper". Margaret was a nineteen year old spinster residing at 26 Virgil Street. Her father was named as William Ellis (deceased) "Boiler Maker". The witnesses were Charlotte Ellin Ellis and Robert Lathane Ellis.^[5] William and Margaret appeared in the 1891 census ^[6] residing at 5 in 5 Court, Fulford Street, Kirkdale, with three year old daughter Charlotte.
