There are several sets of parents who have been suggested for William. We will list all of the candidates here and provide sources, or at least the origins of the information.
Married: 1773. Nine children issued by Vicey 1774-1793, in 1793 Vicey was about 40 years of age, the average limit for child-bearing. A significant point against William being their child is that there is no heir by that name in the 1811 Sale of Land record.[8] The family group sheet also does not list William.[9]
Married: 23 Dec 1799. Connection to these parents is suggested in the book "Branches In The Tree of Edmund Bingham I and Lucy Bays" Compiled by Charles O. Carter 1997, pages 8 & 130.[10]
Other suggestions and sources for other parental candidates may be added here.

DNA Connections
It may be possible to confirm family relationships.
It is likely that these
autosomal DNA
test-takers will share some percentage of DNA with William W:
William's birth is on the late side of possible for Lavicy to be his mother, but since most of these dates are estimates, using dates is inconclusive. Another point against him being a son of John Bays, Jr. is that John had no heir named William Bays. See 1811 land sale by heirs of John Bays, Jr. That source disqualifies John & Vicey as the parents of William.
Does son of Joshua Bays and Ruth Saunders Bays sound right? Thanks for confirming that. I went ahead and changed William's parents to Joshua and Ruth Saunders Bays today - 1Nov17.
Even though William was born in 1798 and Joshua and Ruth were married in 1799, I think that is close enough and not a deal-breaker. FamilySearch has him connected to John Bays III & Sarah Owen, who were married in 1794. The source I would favor is, "Lucy who had married William Bays, apparent son of Joshua Bays I, in 1821..." page 3 of the book on Edmond & Lucy Bays. The pages showing pictures of their gravestones also mentions Joshua. The descendants of William and Lucy, on pages 129-136, does not list William's parents. Images of these pages have been uploaded to William's profile. 17Feb2018 - SEL
I still haven't found any conclusive evidence other than the book on Edmond & Lucy. 18Feb2018 - SEL.
