Penny-1551 and Bennett-18511 appear to represent the same person because: Elizabeth Bennett first married ? Penny and they had a son, James. She then married Joseph Collins and had a son, Bennett Collins. Both of the boys are mentioned in Joseph's will. James is the executor of his mother's and Bennett is mentioned.
