Biography
Charles Frankin (("Frank") Bly was born in Shenandoah County, Virginia, son of Charles Bly and Eva Dellinger. He served in the U.S. army in World War I and settled in New Oxford, Pennsylvania after his marriage. He passed away in 1989.
