Liberty Township was organized in 1817 but the first European settler, Stephen Mendenhall, arrived before then. Stephen was born in Tennessee in 1780 then, while still a boy, moved to North Carolina. He married about 1802 then brought his wife to Liberty Township where he bought 100 acres on Dutch Creek.
Samuel Miller arrived from Kentucky in 1804. He purchased a tract of 600 acres on Anderson's Fork. In 1805, Abram Ellis came in from Lancaster, Pennsylvania followed by the Aaron Jenkins family from Virginia and Joseph Lucas from Pennsylvania.
John Johnson and his wife Susanna came from Virginia to Highland County, Ohio then settled in Liberty Township in 1806. The first election was held at Mr. Johnson's house.
