On 19 Feb 1810, Clinton County was formed. On 20 Apr 1810, Joseph Whinery was born to Thomas and Ruth (Miller) Whinery, both natives of York County, Pennsylvania. Joseph was reared in a small log cabin and was taught by Robert Way as there was no official school in the area at the time.
Once an adult, he obtained 270 acres of land in Liberty Township and built a farm. He was a prominent member of the Society of Friends (Quaker) and also provided a station for the Underground Railway before the Civil War.
On 23 May 1833, he married Sarah, daughter of Hezekiah and Anne (Perkins) Hiatt. They had 5 children:
