John Francis Cook, Jr. was a member of the African-American, Washingtonian elite of the late 19th century. He was an educator, politician, tax collector, businessman, community organizer and civil rights activist.[1]
John Francis Cook, Jr. was born in 1835 in Washington, DC. He was the son of John Francis Cook and his first wife Jane Mann. In 1850, he was living with his father and siblings in Washington, DC.[2]
In 1860 John Cook, 26 years old, teacher, was living in Washington with: Mary Cook, 21; Jane Cook, 38, born in Pennsylvania; Joseph Cook, 15; James Cook, 11; Samuel Cook, 7; Rachael Cook, 13; Rachael Mann, 80, born in Virginia; and George Cook, 23. There is no indication of familial relationships in the census return.[3] George, Mary, Joseph, Rachael and James were listed in 1860 and were presumably his siblings. Samuel would be a half-sibling born after 1860, and Jane, his mother's second wife, nee Le Count.
John Francis Cook married Helen Appo about 1863 and in 1870 they were living with their children Elizabeth, 5, and John, 2, and Helen's brother, Garnet, 15. John Francis was city registrar.[4] By 1880 they had 5 children: Bessie, Frank (John Francis III), Charles, Frederick and Ralph. John Francis had become district collector. The family kept a servant, Catharine Briscoe, 22.[5]
In 1900 Cook had retired from his post. He was living with his wife Helen, daughter Elizabeth, sons Charles C (a teacher at Howard University) and Ralph. The family kept a servant, Rachel Ross, 31.[6]
John Francis Cook died on 20 January 1910 in Washington.[7] He was buried in the now-defunct Columbian Harmony Cemetery.
