Phoebe was born on 19 February 1877 on Court House Road, Dundalk, Louth, Ireland. She was the sixth child born to Frederick Harbron and Annie Ferguson. Her father was listed as a cabinet maker on her birth registration, but his main occupation was as an upholsterer. Their family name was spelled incorrectly on the birth record, as Harborne, instead of Harbron, a common mistake. She was named after her grandmother Phoebe/Phebey Ferguson. ^{[1] [2]}

Phoebe died of infantile convulsions (a genetic disorder related to epilepsy) when she was 2 weeks old. Her family was living at the Courthouse in Dundalk, Louth, Ireland where her father was working as the caretaker (a second job, while also working as a cabinet maker). ^[3]
