Rosalie Hogue was born on the 30 October 1859 in the parish of St. James in the Red River Settlement (now Manitoba). She was the eldest daughter of Joseph Hogue and Marie Pelagie Turcotte, who were 23 and 16 years old respectively at the time of her birth.
