Joseph was born in 1791. He was the son of John Hooper and Elizabeth Little. Torpoint,Cornwall where Joseph was born is just across Plymouth Sound from Plymouth, Devon. Joseph settled in Devon, married and had at least one son, Edwin Hooper, born in Devonport. The Royal Navy's main training facility was located in Devonport Dockyard and son Edwin became a merchant Sea Captain, traveling between England and the port of St. John, New Brunswick. It seems likely that Joseph was just visiting his son in the colonies when he died in July 1857, rather than emigrating as two of his brother's ( John and Denzell ) had. (*) "d. At residence of his son Capt. E Hooper, Princess St. (St. John), Joseph Hooper of Plymouth, England, age 68." While the funeral was held in St. John, it then seems likely his body was shipped back to London for burial in Norwood Cemetery. This rural cemetery covering 40 acres in Lambeth was where his brother Dr. Robert Little Hooper was buried in 1851.
