William Riley Parsons was born on September 6, 1867 in Gentry County, Missouri. He was the son of Conway Parsons and Sarah Henderson.

On May 19, 1896, William Riley Parsons married Mary Jane McNeese on May 19, 1896, in Maryville, Nodaway County, Missouri. She was the daughter of George Washington McNeese & Mary Hatcher. His sister, Tabitha Jane Parsons had married John Henderson McNeese, the brother of Mary Jane McNeese, in 1882.
