In 1863, all twenty to thirty-five year old men were required to register for military duty. In September 1863, William Watkins registered in Magoffin County. He is listed as a twenty-three old farmer who is unmarried. He was born in Kentucky and has no prior military experience.[3]
He seems to disappear from the records after that.
