Privacy comes in several different flavors, so it doesn't necessarily mean it is 100% private - just that the relationship portion of the privacy is flipped "on" so that you are unable to see much about this particular profile. Sometimes this is done intentionally to prevent others from seeing the relationships and/or the details within the profile. Other times, it's done accidentally just because someone doesn't understand what the privacy settings will actually do. I would ask the profile manager if they know who this person is that is marked as private, if they're able to see the actual profile ID and who the profile manager is, and then hopefully they can ask the PM if they can either loosen the restrictions or open it altogether. They "technically" are within the acceptable privacy restrictions for that profile (most likely), but without actually viewing it I can't be 100% certain.
