Why is Public profile of Lotspeich-288 managed by Steve Sammons not orphaned?

In an email from Paul BHeck on 4/15/2015 it says:

"This profile (Lotspeich-294) and all Public and Open profiles on this family line have been orphaned and are avaiiable for option."

Apparently the Public profiles were not orrphaned, They still are mjanaged by the unjresponsive profile manager, Steve Sammons.

I have adopted all of the orphaned Open profles for this family line.  The Public profiles need to be orphaned so I can adopt them also..

I would email Paul and ask him.  There may be a reason, or it could have been a simple oversight.
