Could someone please explain why some of these people born hundreds of years ago are listed as private

Only profiles of people who were born over 150 years ago or who died over 100 years ago must be open, otherwise the PM of a profile can choose the appropriate privacy level.The children of William Fowler have death dates in 1920's and 1960's, so are private. Everyone else attached to him are open.

The profile you cite, David William Fowler-586, is for someone born in 1845. The privacy setting on the profile is Open, as it should be. This is shown by the open or unlocked black (or grey) and white padlock icon

Privacy Level: Open (White)
