Is this England location category mis-named? [closed]

The category https://www.wikitree.com/wiki/Category:Ruyton_IX_Towns, Shropshire says it is for "Ruyton-of-the Eleven-Towns". But IX is nine not eleven. The link on the category page to Wikipedia goes to an article titled "Ruyton-XI-Towns" and the link to Vision of Britain calls it "Ruyton Xi Towns", so shouldn't the category be called "Ruyton XI Towns, Shropshire" rather than "Ruyton IX Towns, Shropshire"?
