My grandmother's married name was Mary Jane Winfrey. She was raised as Mary Jane Lee. born July10,1884.  Her father of record was Squire Lee. Her mother Mary Ursula Bindner was born in Germany. She married Samuel Riggs Winfrey April 8,1903. . According to Ohio marriage register Mary Ursula married Lee in 1887. There's a Army transport ticket for her with two children (Tom and Mary) in 1887. Would that mean that Tom and Mary were born in Germany?

FamilySearch appears to not have as much information as you do about the family, so it's important to put all of what you know in each WikiTree profile with all the sources and be as specific as possible. Once you've done that it will be a lot easier to answer your question.

There appears to be a record of her birth in Carroll County, Missouri.

Go to https://s1.sos.mo.gov/records/archives/archivesdb/birthdeath/.

In the lower left, you'll see a block labeled "Birth & Stillborn Records Search.
Enter Squire Lee in the block, select Carroll County and search,

You will get:

Name of Child: Unknown

Place of Birth: E. Carrollton

County: Carroll

Date of Birth: Jul 10, 1884

Name of Father: Squire Lee

Mother's Name: Mary Lee

Here's the same record on familysearch.org:

Squire and Mary seem to living together as husband and wife in the 1880 Census:

And the 1900 Census has Tommy born in December, 1891, in Missouri, with his World War I draft registration card listing him as born on December 12, 1891, in Wakinola, Missouri:

P.S.  There are a fair number of sources on the profile for Mary Lee at familysearch.org:
