Yes - he is an emigrant ancestor.
But I believe the genealogy here is wrong. Noël Langlois was Jeanne Millet, and Jacques Millet had a daughter named Jeanne too, but they must have been born about 35 years apart if my math is right.

Nicolas Millet has a fine fichier origine with the births of all his siblings (all available online through Archives Départementales du Loiret) No further information about his parents.
I can't find a source for Jacques Millet's parents (though there might be a record in the earliest baptism records for Neuville-aux-Bois, 1584-1596 - anyone interested in browsing it?). The parish did not keep marriage records before 1630 or -40, so no luck there. I can't find a source for his death either. Some genealogies say it's 9 April 1657, but I checked the register, and it's not there.
As for Jeanne, I would suggest keeping the present Jeanne (Millet-17) as mother of Noël Langlois. Which means reverting her birth date back to c. 1592 (it was edited recently) and disconnecting Jacques Millet and Jeanne Vincent as parents.
