So are all DNA tests being removed from living profiles even if they are locked?

Hi Kaylee,

Yes, If you have attached DNA test information to one of your living relatives, the test information will be deleted unless they have joined WikiTree and thereby agreed to the Terms of Service and Privacy Policy. 

Although I believe the GDPR FAQ will answer your question with better clarity than what I can answer.
