What is the problem with Northern Ireland before 1920?

Some PMs will not allow the change from Northern Ireland to Ireland.  How can I explain it?

Ummm...how about an act of parliament created Northern Ireland in May 1921 and before then it was Ireland?

An important distinction for genealogists, the Northern Irish are governed under the laws of England and thus should have records under that country. Ireland itself maintains its own records of its citizens. At least that's my understanding...other WikiTree folk might want to confirm or deny.
