Joseph G. Marshall is a Notary Public as well as a pension claim attorney. He writes the affidavits of witnesses in the claims of which he is attorney and M.S. Marshall, his sister, who is of his household a part, swears the said witnesses, in a careless manner, and either one or the other is nearly always an attesting witness.

In this case, on review of this evidence, it will be noticed that Joseph G. Marshall wrote the affidavit of Jesse Hays and King Sanders, B.J.10. In said affidavit

and how he incurred his alleged wounds. I am of the opinion that he incurred each in some brawl. However, I do believe, from his manner of testifying, that he is the identical person who served under the name of John Sanders in Co. D, 54 Mass. Vols. Inf. (Colored).

The evidence in this claim was prepared and written by Joseph G. Marshall, attorney in the case, without regard to truth and is, in many respects, fraudulent. But such is said Marshall's methods and procedure in every claim in which he has been or is attorney, the exceptions being where the claimant is intelligent and conscientious, and all this I have heretofore many times pointed out.
