善太郎 小坂 is Notable.

Kosaka Zentarō was born in Nagano-shi, Nagano-ken on 23 January 1912, the eldest son of Kosaka Junzō and Watase Hana. He attended Gakushuin and graduated from the Tokyo University of Commerce. After working in several businesses, including the Mitsubishi Bank and Shin-Etsu Chemical, he was elected to the Japanese House of Representatives as a representative from Nagano-ken in 1946, later coming to represent the prefecture's first district in 1947.

Zentarō served as the Minister of Labour in the cabinet of Prime Minister Yoshida Shigeru from 1953 to 1954, later becoming the first Chairperson of the National Public Safety Commission in the latter year.

Zentarō was appointed for the first time as the Minister for Foreign Affairs by Ikeda Hayato in 1960, a term which lasted until 1962. In the cabinet of Tanaka Kakuei, Zentarō served as the Director-General of the Economic Planning Agency from 1972 to 1973.

After Prime Minister Miki Takeo reshuffled his cabinet in 1976, Zentarō served as the Minister for Foreign Affairs for the second time. He was ousted from his seat in the House of Representatives in 1983, but returned in 1986 and continued to serve in the Diet until retiring in 1990, having been a long-serving member of the House of Representatives.

Zentarō received the Order of the Rising Sun, 1st Class, as well as the United Nations Peace Medal in 1982.

Zentarō died in Tōkyō-to on 26 November 2000, and is interred at Tama Cemetery in Tōkyō-to.
