This is a profile I inherited from my cousin who just passed away. It is taking me some time to go through them and find sources. I agree, if he is not found in the 1910 census, he likely passed before that. Thanks.

Fowler-2995 and Fowler-2994 appear to represent the same person because: these are probably the same person based on the 1910 census
