Tamara Jeanne Metzenbacher was born in Union City, Erie County, PA on October 25, 1958 to Harry Paul Metzenbacher and Shelby Jeanne Beason Metzenbacher. Harry and Shelby lived at that time with his parents, William Eugene Metzenbacher and Frances Louise Ostrzyniec Metzenbacher on the family farm located on Mystic Road, Erie County, PA.
Later Tamara's parents eventually moved to a farm located on Eagley Road, East Springfield, Erie County, PA. Tamara grew up there with her four brothers. She was the oldest sibling out of the five children.
Tamara was working as a Clerk Typist II for the Pennsylvania State Police in Lawrence Park, Erie County, PA when she met her husband, Peter Kastner.
Peter was a Police Constable with the Toronto Metropolitan Police Force. Peter and Tamara married on June 5, 1993. Tamara then moved to Loretto, Ontario, Canada to live with her husband.
In 2010, Peter and Tammy sold their home in Loretto and moved back to Pennsylvania and purchased a home in Conneautville, Crawford County, PA.
