Harlow Case was the son of Alexander Case Jr., and Rhoda Sprague.
Harlow Case married Almera Walker on 8 June 1826 in Huron, Ohio. They were the parents of four sons. Harlow purchased property in Vermillion, Erie County, Ohio, in 1836 and Lot 5 in Range 2 in Berlin (Ohio), from David and Hannah Walker, on 29 February 1828. Born in Vermont, Harlow Case had moved to Ohio, to New York and back to Ohio. He witnessed his mother Rhoda Ruggles' last Will dated 18 January 1841.
Harlow at one time held the position of Treasurer of Erie County. In 1850 he was made Customs Collector for the port of Sandusky, Ohio, by appointment of President Millard Fillmore. Prior to that he had been Customs Collector for the Port of Buffalo, New York. When he first came to Sandusky he boarded at the home of his deputy collector, Henry Francis. Harlow Case, and Mrs. Francis fell in love and had an affair which continued over a long period of time.
In February and again in March of 1853, Harlow Case took large sums of money for deposit in New York banks. These deposits were never made to the account of the Customs office. Abandoning his own family and Mr. Francis, Harlow Case with Mrs. Francis and her daughter, left town. The story was that they went to Ceylon, where later Mrs. Francis and her daughter both died. Harlow Case evidently left Ceylon and was never heard from again. A later audit showed that he had taken about $33,000.00.

"Harlow Case and his wife Almera (Walker) Case, divorced prior to her remarriage on 9 March 1859. Harlow Case was the subject of a scandalous story that was reported in several newspapers around the country at the time. Mr. Case was a respected man in the community and at one time was the Erie County, Ohio Treasurer. He later was a port customs collection agent and it was reported that Mr. Case absconded with stolen money and his assistant's wife."
