He was baptised on 31 March 1785 at East Barnet, Hertfordshire, England.[1]
He was educated in 1798 at Rugby School, Rugby, Warwickshire, England. He matriculated at Oriel College, Oxford University, Oxford, Oxfordshire, England, on 9 March 1803.
Theophilus gained the rank of Lieutenant in the service of the 6th Enniskillen Dragoons. He fought in the Battle of Waterloo on 18 June 1815.
He married Jane Rebecca Vyner (daughter of Robert Vyner and Laura Glover) on 12 April 1825 at Wappenbury, Warwickshire, England.[2]
They had three children.
He succeeded to the title of 6th Baronet Biddulph, of Westcombe [Manor, in Greenwich], co. Kent [E., 1664] on 30 July 1841 upon the death of his father.
His wife passed away in 1843 at the age of 40.
He held the office of High Sheriff of Warwickshire in 1849.
Census 1851: Living in the Village, Birdingbury, Warwickshire, England with his son Theophilus and daughter Jane. Aged 66. Also in the household were seven servants.

Death and Burial
He died in July 1854 at the age of 69 and was buried on 21st July at Bir[ding]bury, Warwickshire.[3]
