Charles Wesley Sutherland was born on October 2, 1849, in Fulton County, Illinois. He was the son of Isaac Sutherland and Margaret McKegg. He married Ellen Powell on January 9, 1880, in Dallas County, Iowa. They were farmers and had eight children during their marriage. He died on October 31, 1892, in Fenton, Jefferson Davis, Parish, Louisiana, at the age of 43, and was buried in Moss Bluff, Louisiana.
