Biography

Richard was born in Worcester, Massachusetts on March 28, 1884. The Massachusetts Birth record lists him as Richard Foucould, and his parents as Darris & Jennie Tibault, who were residents of Worcester at the time of his birth. Both his mother and father were listed as being born in Canada.

At the time of the 1900 US Federal Census, June 14, 1900, Richard was 16 years old and was living at 112 East Street, Woonsocket, Providence, Rhode Island, USA, with his parents Virginie (56) and Delphis (Dolph) (51), and his 5 sisters: Jennie (24), Emma (21), Hortense (18) Eloise (17) and Lena (13).

At the time of the 1910 US Federal Census, May 19, 1910, Richard was serving in the Navy, as a Sailor aboard the USS Yanktown, in the Navy Yard located in New York, NY. The census record lists him as William R. Foucault, a Single White Male, Age 24.

According to the US Adjutant General Military Records, Ohio Soldiers, Sailors and Marines, World War, 1917-1918, William Richard Foucault (151-32-29), White, of 7914 Bellevue Ave. Cleveland, Ohio, served in the US Navy aboard the USS Davis (F 1c) and the USS Mahan (Oiler, Eng 2c, Eng 1c) and was honorably discharged on Aug 31, 1920. In July 1918, a Single Male at the age of 34, while on duty, he traveled aboard the Mauretania from Liverpool, England, United Kingdom, through Halifax, Nova Scotia, (July 23) arriving in New York, New York on July 25, 1918.

The VA Master Index File lists him as both William Richard Foucault and William R Foncault, with an address of 27 Corey Street, Woonsocket, Rhode Island. He was enlised 4/6/1917 and discharged 12/27/1924. A second record in the VA Master Index File lists him as both Foncault William R and William Richard Foucault, with an enlsited date of 9/16/1904 and a discharge date of 9/17/1929. The second record does not show a street address, just the City and State and shows No Pension #. All of the other information matches on both cards.

At the time of the 1930 US Federal Census, April 6, 1930, he was living at 152 Church Street, Woonsocket, Providence, Rhode Island, USA, with his wife, Sevita, in the home of her mother, Parmelia Paul, along with Sevita's brother, Raymond, and sister Evelyn. He is listed as William Foucault, a Married White Male, Age 46, who was Age 40 at first marriage. His occupation was as a Percher, the industry was a Worsted Mill. He is listed as a Veteran of WWI.

On January 20, 1936, The State of Rhode Island Census lists William R. Foucault as living at 133 River Street, Woonsocket, Providence, Rhode Island, USA as the head of a 4 person family. He is listed as an employed Married White Male, working as a Laborer in a Plush Mill, employed for 3 months in 1935.

At the time of the 1940 US Federal Census, April 8, 1940, he was living at 133 River Street, Woonsocket, Providence, Rhode Island, USA, with his wife Sevita (41) and her mother, Pamelia Paul (66). He is listed as William Foucault, Head of Household, a Married White Male, Age 56. The home was rented for $18 per month. The highest grade of school he completed was Grade 8. His wife, Sevita, reported that he was born in Massachusetts, and that he was living in the same house in April of 1935. He was employed 30 hours per week as a Laborer in a Plush Mill, and was employed for 26 weeks in 1939, with a reported income of $350. In 1940, Woonsocket had a population of 49,303 and was the 3rd largest city in the state.

According to the 1941 Woonsocket City Directory, he passed away November 5, 1940.

According to his Death Certificate, filed with the RI Department of Public Health, William R. Foucault of 133 River Street died at Woonsocket Hospital on November 5, 1940, at the age of 56 Years, 7 months, 8 days, having resided in the city for 51 years. Prior to his death and until October of 1940, he was employed as a Laborer at Woonsocket Falls, having worked in that occupation for 8 years. The certificate lists the informant as his wife as Sevita Paul, his father as Delphis Foucault and his mother as Marie Tebo. The embalmer is listed as Arthur V. Fournier (Lic. # 285) of Fournier & Fournier (Lic. # 122). The physician is listed as Dr. King, 185 Harris Ave. Woonsocket, who states the onset of illness as November 1, 1940 and death at 9:00 am on November 5, 1940, hat an autopsy was performed, and that it was not work related. His Social Security Number is listed as 036-05-3002.

He was buried in the Precious Blood Cemetery, Woonsocket, Providence, Rhode Island, USA, together with his wife Sevita, his parents, Esther Thibeault, Age 88 Years, and Elden E. Crane, Age 2 Years.
