Major-General Sir Francis Walter de Winton GCMG CB FRGS (21 June 1835 – 16 December 1901) was a British Army officer, colonial administrator and courtier in the Household of the Duke of York.
Francis was born in 1835. He was the second son of Walter Wilkins of Maesllwch Castle and Julia Cecilia Collinson, the second daughter of Richard John Collinson.
His father had changed his surname from Wilkins to De Winton by royal licence in 1839.
He married in 1864 Evelyn, daughter of Christopher Rawson of Lennoxville, Canada, and had two sons and two daughters, including:

Richard Stretton (1869) m Alice Agatha Cantley Higgs
Louise Angela Eunice (1881) m William M Meredith m Robert H F McCulloch
In 1881, they lived in Nova Scotia, Canada.
In 1891 they lived in Winkfield, Berkshire.
In 1901, the lived in Llanstephan, Wales.
