He was born in Dublin, the son of Rev. Lewis Kerr, educated at Trinity College, Dublin receiving his BA in 1788. He the studied at Hospitals in London and Dublin, visited Virginia in 1788, 1789; an was ordained in 1789.
He went to Madras in 1792 where he established a
seminary in Black Town, Madras. He was appointed
an E. I. Co.'s Chaplain in 1793.
In 1794 he married Elizabet Falconar, and they had 6 children.
He became
Superintendent
of the Military Male Orphan Asylum at
Egmore, Madras in 1796, and published several religious
writings .
The Gentleman's Magazine of June 1809 reports his death:
Lately, at Madras, in the East Indies, the Rev. Richard Hall Kerr, D.D. senior chaplain at that presidency, and son of the Rev. Lewis K. of Dublin.
