Listed as laborer in a chair factory in the 1900 Census shows Hedwig/Hattie, Paul, Walberga, Thomas, and Rosalia (who I suspect called herself Sally). One interesting thing to note is the entry for the Mother, Annie, on line 5: It says she has 3 children, 3 of which are living. So that would imply that the youngest 3 (Thomas, Walberga, and Rosalia) are hers, and the older 4 are from a different mother. This matches our understanding of the situation (except Dad's recollection that Paul was a step-brother, which may take more research to figure out). The 1910 census shows the parents Alois/Annie living with Thomas, Walberga, "Rosallie" (hence my belief that she's Sally), and Martha.
