Jesse Rocquewell Shelton was born on 1 November 1850 near Howland, Lamar, Texas, United States, son of Elias Jenway Shelton and Martha Ann Elizabeth Yates.

Jesse and several of his family members applied to the Dawes Commission to be accepted into the Mississippi Choctaw tribe, and their application was ultimately rejected.^[1][2]
