The intelligence that the borough had become a town was called by the town crier, Joseph Ballis, a colourful figure in scarlet coat and top hat, carrying a wand. Ballis was a town character for many years. He had a fruiterer's shop in Fairy Street near Lava Street; his work as crier and bellman added to his earnings from the shop. I have been town crier for some years pas calling all public meetings for the good of this town, engaged for charitable bazaars. By my voice and bell i have found the lost and stayed and other good services I have done this town, too numerous to mention. I therefore ask you gentlemen, to furnish the Town Crier of Warrnambool with a new red coat: the one I have now was given to me four years since and is now old and a disgrace to the town crier of this noble town. Mon 23 Sep 1901 WARRNAMBOOL A fish-hawker named Joseph Ballis was attacked by a bulldog at the residence of Mr. Walker, an herbalist, in Koroit-street. He was proceeding to the back of the house when the dog (flew at him, and bit him several times before he could escape. Mr. Walker dressed the wounds, and subsequently the injured man (who is confined to his bed was attended by Mr. T. Scott, listless.'[7]
Fri 7 Feb 1902 DROWNED A fish hawker named Joseph Ballis was drowned on Monday night. He was proceeding towards his home, in South Warrnambool, about midnight and when crossing the bridge near the meat preserving works, he by some means fell into the Merri River. Some young men, who were fishing in the vicinity, heard the splash, followed by screams. They immediately went off in a boat towards the bridge. They found Ballis in the river, his head being above the surface of the water. They pulled him to the bank, but life was extinct. [8]
