Frances was born on 17 December 1871 in Mt. Whatley, Westmoreland, New Brunswick, Canada. She was the daughter of Donald MacQueen Bliss Sr and Sarah Hill Stewart.
When Frances was 28 she married John Hugh Hooper on 20 June 1900 in Westmorland, New Brunswick, Canada.
Frances died at the age of 95 on 4 January 1967 in Hudson Falls, Washington, New York, USA.
