Charles was born in Hardin, Kentucky. After the Civil War ended, he moved to Jeffersonville, Indiana. He was there on the 15th of December, 1866 when he made a deposit at the Jeffersonville Branch of the Freedman's Bank. He listed slaveholder as Josephine Boarman and his father as Hanson Boarman.[1]
Note: Unsure if Josephine Boarman-49 (the daughter of Sylvester Boarman) is the owner as referenced above.
It's likely he married his wife, Mary Anice Neighbors in Jeffersonville around 1866-67. By 1880, the family had moved back to Hardin, KY. By 1900, the family had moved to Lawrence, Illinois where Charles died in 1903. He and his wife are buried in Mount Calvary Cemetery[2]
All five Boarman brothers, as well as their future brother in law, enlisted in the 107th Regiment, United States Colored Infantry.

He mustered out (along with all of his brothers) on 23 November 1866 in Washington, District of Columbus.
