Leroy was born on 2 January 1913 in Evansville, Vanderburgh, Indiana, USA. He was the son of Perry Oscar Bower and Florence Elizabeth (Loving) Bower.^[1][2]

In the 1920 census Leroy (age 7) was living in Alma, Marion, Illinois.^[3]

On 14 January 1920 Leroy (age 7) was living in Alma Twp, Marion Co., ILL.^[4]

In 1935 according to 1940 census Leroy (age about 21) was living in Rural, Marion, Illinois.^[5]

On 24 April 1938, Leroy(25) married Evelyn Ruby Todd Rose-18745. in Clinton, Iowa. He was living in Rock Falls, Illinois, and was working in a factory.^[6]

In the 1940 census Leroy (age 27) was living in Harmon, Lee, Illinois, USA. Note: Marital Status: Married. Relation to Head of House: Head.^[5]
