Charles Edward Brown was born on 3 December 1871 in Medicine Bow, Carbon, Wyoming, the son of Erik (Tägtström II) Brown and Mary Stina Eklund.

Charles married Florence Hattie Tulley on 30 March 1897 in Union, Oregon.
