Francis Burns was born in 1803, in Philadelphia, Pennsylvania, United States.

Race: Mulatto

Occupation: shoemaker (1850 Census) and Barber (1860 census)

He had 9 children with Jane Morgan.

The family moved from Pennsylvania to New York in c. 1843. They lived in northwestern New York state. Their daughter Charlotte died in 1863, and her two daughters (Hattie and Lottie) grew up with Francis and Jane.

He died on 12 Feb 1898 in Bergen, NY, and is buried in Mount Rest Cemetery in Bergen, New York.
