He was born at Neck Creek, Pulaski County, Virginia.
Samuel married Lillian Richardson about 1829.

Granville Cecil was age 13 b Missouri. Logan Cecil was age 11 b Missouri. Burlan Cecil was age 4 b Missouri. Carroll Cecil was age 2 b Missouri. Son-in-law William Callaway was age 23 b Maryland. Grandson James Callaway was age 3 b Missouri. Granddaughter Martha Callaway was an infant.[1]
