Jules Clément was born on 12 July 1839 in Mortagne. He was the son of Jean Pierre Ferdinand Chaplain and Lazarine Joséphine Nourry. He married Marie Louise Mélanie Dumont on 11 August 1874 in the sixth arrondissement of Paris.[1]
