William R. Cloud was born about 1805 in Claiborne, Tennessee to Benjamin Franklin Cloud Sr. and Susannah Bondurant. He was married by 1826 to Mary Ann Hartin and the couple had 8 children.

There were apparently two Benjamin Franklin Clouds who lived in Clairbone, Tennessee, and William was the son of the younger of the two men. In 1830, William R. Cloud lived next door to his father.

By 1851, he had moved from Tennessee to Texas and purchased land in Cherokee, County. He is listed in the 1851 tax rolls for Cherokee County. It appears that his wife did not want to make the journey to Texas for she stayed behind in Missouri with some of her children. The couple eventually divorced, and William Cloud remarried in 1853 to Angelina Burrow, the widow Felps.

William R. Cloud was buried in his second wife's first husband's family cemetery: the Glass Felps Cemetery in Cherokee County, Texas. Her first husband was Britton Felps, 1818-1850, and after his name is the word "Father." Next to him is Angeline Felps Cloud, who has "Mother" after her name. It's not clear to an outsider how the others buried in the cemetery connect to them; most were born too late to be their children. One may be William Cloud's sister.
