Henry was born on 18 April 1836, the son of George Augustus Frederick Cowper (1806-1856), and Anne Florence (Weddell) Cowper (1806-1880). He was baptised on 24 May 1836, at St George, Hanover Square, Westminster, London, England.[1][2]

As third child of The Earl and Countess Cowper, and the second son, Henry's older brother by one year Francis inherited the title of 7th Earl Cowper.

In 1841, at the age of 5, Henry was living at Great Stanhope Street, Middlesex, England.[3] With him were his father, Earl Cowper, 30; mother, Countess Cowper, 30; brother Francis Thomas de Grey Cowper (styled Viscount Fordwick until 1856), 6; and sisters Henrietta Emily Mary, (styled Lady Mary), 3, and Florence Amabel, (styled Lady Florence) Cowper, 6 months. Another child, Henrietta Emily Mary Cowper, was born on 26 March 1938 and passed away in 1853 aged 16.[4] Her whereabouts at the time of the 1841 census is unknown.

Henry's sister, Adine Eliza Anne Cowper was born in September quarter 1843.[5] Another sister, Amabel, Frederica Henrietta Cowper, was born in June quarter 1846.[6]

In 1851, Henry, aged 14, was boarding at a school in Harrow on the Hill, Middlesex.[7]

In 1856, Henry's father died, and his brother Francis became 7th Earl Cowper.

In 1861, Henry, aged 24 was staying at Daishes Hotel, Shanklin, Isle of Wight, Hampshire, England, with his sisters Florence, 20 and Adine, 18.[8] [9]

Henry entered the House of Commons as a Liberal - one of three representatives for Hertfordshire - on July 11 1865. The other MP's were Sir Edward Bulwer-Lytton and Henry Surtees, both Conservatives. He held the seat until the constituency was abolished and divided into 4 divisions in 1885. He left the Commons on November 24 1885, after fighting the new seat of Hertford but being defeated by Abel Smith.[2][10]

In 1869, Brocket Hall in Welwyn, Hatfield, England was under the ownership of Emily Temple, Viscountess Palmerston (wife of Prime Minister Lord Palmerston.) It had previously belonged to her brother, Lord Melbourne, the first Prime Minister of Queen Vctoria's reign. Emily passed away that year, and the ownership passed to Emily's grandson by her first marriage, Henry's brother, 7th Earl Cowper. Francis did not live there but Henry did until his death.[11]

In 1871, Henry, aged 34 was visiting the household of Lord and Lady Chesham at Latimer, Buckinghamshire.[12]

In 1881, Henry, aged 44, was living at Brocket Hall, Welwyn, Hertfordshire.[13]

Henry did not marry, and did not have any children.

Henry passed away on 10 November 1887 after an illness that had lasted several months.[14] [15] His will was proved on 2 May 1888 by his brother 7th Earl Cowper.[16]

The deceased gentleman represented Hertfordshire in the Liberal interest from 1865 until the general election in 1885, when the county was divided into four divisions, and he was defeated by Mr. Abel Smith, the present member.
