Montagu was born on 23 November 1863. He was the son of Edward Douglas and Anne Arbuthnot.
His father died in 1867.
UK Census Event Date 1871: Recorded in the household of his great aunt Louisa M Jackson in St Mary Magdalen, Sussex, England. Aged 7 and a Scholar.
He married Helen Mary Isabelle Downer (daughter of Venerable G. W. Downer) on 14 February 1891 at Gurdaspur, Bengal, India.[1]
They had three children.
He was Deputy Commissioner in Delhi, India between 1898 and 1903.
He was appointed Companion, Order of the Indian Empire (C.I.E.) in 1903 and was appointed Companion, Order of the Star of India (C.S.I.) in 1919.
Montagu was Chief Commissioner and Superintendent, The Andamans. He gained the rank of Lieutenant-Colonel in the Indian Army.

He died on 24 February 1957 at age 93.[2]
