Thomas Downs was born in England in 1842. In 1852, his family moved to the United States. After residing in St. Louis, Missouri for about a year, the family moved to Minnesota first to St. Paul, then Minneapolis, and in 1853 to Nicollet County's Lake Prairie Township. During the United States Civil War, Sargent Thomas Downs served in E Company, Second Minnesota Infantry Regiment until the end of the conflict. Two of his brothers died in service. He married Miss Maggie Elliot in 1865. After the war, he formed a building and contracting company with a brother. Thomas served as Nicollet County Sheriff from 1875 to 1882.
