Howard attended three terms at Washington Hall Collegiate Institute. After which he taught for fifteen years mostly at Puff's School in Upper Dublin. ^[1]

Howard came to Norristown and worked for the People's National Bank of Norristown for twenty years beginning on 17 May 1884. He evolved through positions of clerkship, bookkeeper and teller. ^[1]
